Government of India. The ‘Backward Regions Grant Fund’ has also been endorsed by the
Planning Commission of Government of India and the Indian Council of Agricultural Research
for their National Agricultural Innovation Project. The parameters on which these backward
districts have been identified are – rate of illiteracy, percentage of Scheduled Castes and Scheduled
Tribes population, infant mortality rate, etc. The names of the 28 districts identified by the
Commission are as follows:
