The apprehension of kidnapping of the children was however rejected as baseless in the report. 4.152 Later a report received from the Secretary, Forest Department, Government of Uttar Pradesh stated that between January 2002 and March 2006 the wolves/hyenas had killed 98 children and injured 51 children and appropriate compensation amounting to Rs. 9,82,000 had been given to the families of the killed children and Rs.90,000 to the families of the injured children. With the help of sharp-shooters, hunters, local administration and villagers, 4 maneater wolves and 9 hyenas were killed under a special drive to stamp out the terror created by these wild animals. 4.153 The Commission felt that it was amply clear there was no conspiracy related to kidnapping of children and selling them. Since it was reported by the Special Secretary, Uttar Pradesh Administration that no compensation could be paid to the families of the children whose dead bodies could not be found, the Commission directed the State Government that those children who were killed but their bodies could not be recovered be indemnified after confirming the identity of the killed children with the help of the villagers, local administration and Police and a sum of Rs.50,000 each be given to the families of these children and an action taken report be sent to the NHRC within 6 weeks. 4.154 The proof of payment and the action taken report is still awaited from the Government of Uttar Pradesh. 35. Death due to Negligence of Delhi Jal Board Official (Case No. 1671/30/1999-2000) 4.155 The NHRC received a complaint alleging death of one Manoj Kumar, a contractual labour due to negligence of Delhi Jal Board Executive Engineer of Rohini Zone. 4.156 Taking cognizance of the matter, the Commission obtained a report from the Director (Administration & Personnel) of Delhi Jal Board, Government of NCT of Delhi. The report revealed that the Zonal Engineer and Junior Engineer were awarded punishment after a departmental inquiry was conducted by the Vigilance Cell of Delhi Jal Board. The Commission thus directed that an amount of Rs. 1, 00,000 as monetary relief be paid to Rita Devi, widow of the deceased Manoj Kumar along with the proof of payment. 4.157 The case has been closed by the NHRC as Delhi Jal Board has submitted the proof of payment. 36. Death of 28 Children and 2 Adults due to Collapse of Bridge over Damanganga in Goa (Case No.4/29/2003-2004) 4.158 A bridge constructed by the Administration of Goa over Damanganga collapsed on 28 August 2003 resulting in the death of 28 children and two adults.
