Illegal Detention of Santosh by Chandigarh Police in Alleged Case of Mistaken Identity (Case No.72/27/2006-2007-WC) 4.181 The case relates to illegal arrest of an innocent woman named Santosh by the police in place of an accused woman with a similar name. The Commission directed the Secretary, Home, Chandigarh Administration to inform it about the status of the departmental enquiry against the guilty police personnel, as well as the outcome of the report of Forensic Expert regarding thumb impression for ascertaining the identity of the actual accused. The report is still awaited. 2. Police Atrocities on Farmers in Chabba, Amritsar, Punjab (Case No.640/19/2006-2007) 4.182 The case relates to alleged atrocities on farmers by the police in Chabba, Amritsar District, Punjab. The allegations made against the police could not be substantiated. The NHRC, however, directed the Deputy Superintendent of Police, Jandiala, Amritsar, Punjab to submit the status of the criminal case registered against the mob who had attacked the police. On consideration of the report received from the police, the Commission observed that no further intervention in the matter was called for, and closed the case. 3. Killing of Four Scheduled Castes by a Crowd in Police Presence in Ara, Bihar (Case No.1099/4/2006-2007) 4.183 The NHRC had observed that the report submitted by the Superintendent of Police, Bhojpur, Ara, was silent about the monetary relief to be given to the families of the deceased. It thus directed the Director General of Police, Government of Bihar, to inform whether the next of kith and kin of the deceased were entitled for monetary relief of any kind. He was also directed to intimate the status of the criminal case. The report is still awaited from the Government of Bihar. 4. Rape of Four Scheduled Caste Women in Lakhisarai, Bihar (Case No.1375/4/2006-2007-WC) 4.184 The NHRC had reported in the Annual Report for the year 2007-2008 that it had directed the District Magistrate, Lakhisarai to submit the status of four criminal cases registered against the accused persons. The report is still awaited. 5. Death of Professor due to Beating by Students in Ujjain, Madhya Pradesh (Case No.886/12/2006-2007) 4.185 Pursuant to the directions of the NHRC, the Inspector General of Police, Bhopal reported that Inspectors Y.K.Roonwal and Y.P.Singh had been exonerated in the departmental enquiry initiated against them. 4.186 On consideration of the material on record including the magisterial enquiry report, the Commission observed that Professor Sabharwal had become a victim of vandalism of some 58
