Manohar and Shri Virendra Dayal continued in office throughout the period under review. 1.8 As regards those who are "deemed to be Members of the Commission" under the provisions of Section 3(3) of the Act, Dr. Bizay Sonkar Shastri and Dr. Poornima Advani continued in office as the Chairpersons, respectively, of the National Commission for the Scheduled Castes and Scheduled Tribes and the National Commission for Women. However, Justice Shri Mohammed Shamim, Chairperson of the National Commission for Minorities, completed his term of office on 23 January 2003 and was succeeded by Dr. Tarlochan Singh, who assumed charge of that office on 10 February 2003. 1.9 Shri P.C. Sen remained Secretary-General and Chief Executive Officer of the Commission during the period under review, with Shri Y.N. Srivastava continuing to serve as Director-General (Investigation).
