Conduct Forensic Examination of Mr Shahab Hussain and other inmates who have reported torture and inhuman treatment to NCHR Torture is inflicted in many ways. Sometimes the torturers do not pay any attention to hiding their work and inflict injury indiscriminately, often leaving gross scarring, fractures, and paralyses. In other instances, the torturers use techniques which cause only transient bruising or physical disability. Moreover, psychological methods of torture may be just as damaging as physical yet leave no physical mark at all. Therefore, it is recommended that a thorough forensic examination of Mr Shahab Hussain and other inmates who have alleged torture at the hands of the jail authorities of Central Jail, Rawalpindi should be conducted at the earliest. 15. Disciplinary Proceedings against Jail Authorities The Court should call for information on criminal proceedings, if any, taken against the eight jail officials, including Deputy Superintendent that have been suspended recently. Moreover, the Court should also call for a report on disciplinary proceedings, if any, against remaining 21 jail officials who have been allegedly found guilty of misconduct, inefficiency and torture and have simply been transferred to other prisons. Apart from allegations of torture, the issue of drug abuse and drug trafficking is also prevalent in Central, Jail, Rawalpindi. 45 reports were sent to higher authorities for disciplinary action against delinquent police officials at jail, however, action against them is still awaited. The Honorable Court should follow through on disciplinary action against these delinquent officials. 16. Revamping the Service Structure of Jail Employees Most officials have been at the prison beyond the accepted tenure of 3 years. Extensive stays in one place have encouraged deep rooted, vested interests and corruption. A mafia like situation prevails at the jail. Therefore, it is advised that a tenure of maximum 3 years be mandated for jail authorities. 26
