The justice process dimension: Less than half of the respondents utilized the law services provided by the government. Almost all of the respondents never utilized the law services provided by the private sector, and none using the services provided by NGOs. In sum, the proportion of the respondents who utilized the law services is the lowest among the 3 service dimensions. 4. When utilizing the services, people whom the respondents asked for company were mostly themselves, followed by their children and spouse, respectively. 5. The 3 most obstacles in utilizing the services provided by the government were first, complicated process/procedures; second, the fear from the respondents in utilizing the services; and third, the inconvenience to travel to the service sites.
