सव भव तु सिखनः ु other ins tu on under the control of the State Government, where persons are detained or lodged for the purpose of treat- ment, reformaon or protec on, for the study of living condi ons of inmates thereof and make recommenda ons thereon to the Government. • Review the safeguards provided by or under the Cons tu on or any law for the me being in force for the protec on of human rights and recommend measures for their effec ve implementa on. • Review the factors, including acts of terrorism that inhibit the enjoyment of human rights and recommend appropriate remedial measures. • Study trea es and other interna onal instruments on human rights and make recommenda ons for their effec ve implementa on. 3.2 Strategic Plan and Annual Ac on Plan 3.2.1 The NHRC India has evolved comprehensive ins tu onal mechanisms of an Annual Ac on Plan (2022-23) and a three-year Strategic Plan for 202124 to streamline the Commission's work more effec vely. One of the key objec ves of these plans is to further strengthen the Commission's engagement with NGOs, Human Rights Defenders, and Civil Socie es, and to make the exis ng mechanisms even more robust within its mandate. Some of the in focus areas include bonded and child labour issues, protec ng the rights of people from marginalised sec ons of society, prison reforms, women and child rights, rights of disabled, elderly, LGBTI rights, environment protec on, health care and mental health, human rights educa on, good governance, business and human rights, amongst others The Commission also encourages spreading awareness and work with various stakeholders for improvement in laws and schemes to promote and protect human rights. The Commission review these plans regularly. Chapter 3 - Organisation and Functions 3.3 Statutory Full Commission 3.3.1 The Statutory Full Commission (SFC) of NHRC consists of the Chairperson and Members, including the deemed members. The SFC mee ngs are convened regularly to discuss the issues of common interest and the SFC also par cipates in the conference/ seminars of the Commission. The basic aim of the SFC Mee ng is to broadly iden fy the important human rights concerns on which all Commissions can collaborate, share good prac ces, as well as iden fy means for further strengthening the various func ons of these Commissions, including inves ga on, research, and human rights awareness, with a view to further strengthen human rights protec on within the country. 3.3.2 The Statutory Full Commission mee ng was held virtually in the Na onal Human Rights Commission on 06 September 2022. The mee ng was chaired by Jus ce Shri Arun Mishra, Hon'ble Chairperson, NHRC and a ended by Jus ce Shri M. M. Kumar, Member, NHRC; Shri Rajiv Jain, Member, NHRC; Shri Devendra Kumar Singh, Secretary General, NHRC; Ms. Rupali, Member Secretary, Na onal Commission for Protec on of Child Rights; Shri Asholi Chalai, Joint Secretary, Na onal Commission for Women; Shri Gyaneshwar Kumar Singh, Joint Secretary, Na onal Commission for Scheduled Castes; Shri Kishor Baburao Surwade, DDG, Office of Chief Commissioner for Persons with Disabili es (Divyangjan); and other Senior Officers of the Commission. 3.3.3 Some of the ac onable points emanated from the SFC mee ng include: (i) collabora on of NHRC and Deemed Commissions on the issue of mental health and sharing of data and case details, if any; (ii) organise sensi sa on programme on pressing Human Rights issues; (iii) develop/ sensi se programme on the issue of untouchability, child marriages and issues related to school children lacking concentra on and other related issues; (iv) share best prac ces and explore the common areas 7
