Ortigas Peace lnstitute \ Key points The main ihing is to come up with a clearer program of action that we can be happy with. To use an analogy, for women, we have a national action plan on women, peace and security related to the UN '\t Security Council 1325. There are 14 points. So maybe we can streamline, how many points in this program of action. Some of very important points that we got: safety and no fear of any harm. Again mentioned was the issue of non-state actors, how to address this, and theres a plan alreadY. To come out with a standard curriculum and to bring it down to the field, to the grass roots so thai some of the ideas will be used in the detachments, barangays, and even in peace and order councils. BRAC was also mentioned but Chair Etta said the there is something they have to fix about BRAC. Theres also a reminder asking our support for the Human Rights Charter and to be able to use all sorts of media in promoting HR and IHL Among the key points is the National Monitoring Mechanism and we have learned that they are waiting for the CSOs to respond to this. To designate the special coutls, HR and IHL courts in particular areas, pafticularly the conflict areas. Regarding humanitarian lntervention there's this issue of again exploring the formation of an IHL National Committee. There are some considerations about the IHL National Commitiee. Another key point is about post traumatic stress managemeni thats part of the issues that need to be addressed and also to empower the LCUs and the NCAs. Theres also the concern in responding to the current humanitarian crisis ongoing right now in Mindanao, specially on how can we connect IHL work with this. We're actually calling for a humanitarian ceasefire ideally on the part of Covernment and also on the part of the CPP-NDF-NPA because their areas are the ones affected so people can go into relief with full io have the information and monitoring portal which will integrate all information on cases filed, being monitored whether from Covernment CSOs, international. ldeally to have that sort of one Second, information clearing house or portal. To strengthen witness protection and ensure the concerns of children and indigenous peoples, and focus on particular cases that can be a starting point or pilot case.
