The UNSW Review of the current NDS found that the implementation of the NDS had been uneven and lacked a systematic approach.15 The review suggested the next NDS: a. build on positive examples of implementation, including the active participation of people with disability and cooperation across governments, local government, community organisations and businesses b. complement the role of the NDIS, including through addressing interface issues c. address implementation gaps and priorities d. enhance government arrangements e. facilitate cooperation and collaboration f. facilitate flexibility and responsiveness g. promote public awareness and engagement.16 23. The Commission supports the recommendations made by the UNSW Review and the Productivity Commission to improve the implementation, resourcing, monitoring and evaluation of the next NDS. Recommendation 6: The Australian Government ensure that the National Disability Agreement and the next National Disability Strategy have adequate resourcing, measurable goals and robust monitoring, reporting, evaluation, governance and accountability requirements, including by implementing the recommendations made by the Productivity Commission and the Social Policy Research Centre at the University of New South Wales. 3.4 National Disability Insurance Scheme (LOI 4) (a) NDIS—access and outcomes 24. The Commission remains concerned that people with disability are treated inconsistently under the NDIS. People who face social, cultural, educational or literacy barriers and/or experience intersectional discrimination are often disadvantaged in accessing the NDIS.17 Access to the NDIS by Aboriginal and Torres Strait Islander peoples with disability and Culturally and Linguistically Diverse (CALD) people with disability is tracking below expected numbers.18 25. The Commission welcomes the National Disability Insurance Agency’s (NDIA) Aboriginal and Torres Strait Islander Engagement Strategy,19 the Rural and Remote Strategy20 and the Culturally and Linguistic Diversity Strategy.21 These strategies should be supported by action plans that identify specific activities, responsible actors, timeframes, monitoring and 8
