Phase Step 1: Define, build and refine a right to food case: 1. ldentify the issue that is of specific concern to an organization or institution. 2. Gather and assess relevant background information, including, among others, relevant government policies and plans, government statistics, the country's legal framework, information about the government's budget, budget process and budget actors. Step Step 3. Determine whether the issue is a right to food issue, by answering the following questions: (1) Are there problems with access to food in the situation? (2) What factors have led to the problems related to access to food? (3) What government human rights obligation is involved with the access to food problem? (4) What does the national law say about the right to food? (5) What international and regional treaties has the government ratified (or acceded to)? (6) What specific government obligation(s) appear to be at issue? Step 4. Determine whether there is a significant budget dimension to the issue: "ls the government's budget a determining cause of the right to food problem being addressed? lf changing the budget will not help remedy the situation, then there is no need to do budget work." Phase T 2. Analyze the government's budget: Step 5. Clearly state your hypothesis about the relationship of the government's budget to the right to food problem, and what it anticipates being able to determine through its budget work. To formulate the hypothesis, answer the following questions: (1) Where is the government budget in the right to food problem; i.e. what specific role does the government budget play in the problem? (2) What is wrong with the way the budget has been raised, allocated or spent that has helped create the problem? (3) At what point or points in the budget process (formulation, enactment, expenditure, audit) does the problem arise? (4) At what level of the government's budget structure does the problem arise (national, state or provincial, or local level)? (5) What would the government need to do with regard to the budget to help ameliorate the problem? a ri ( a I Step 6. Decide on the focuses of the budget work (e.9., geographic focus, revenue or expenditure focus or both) and the methodologies to be used (e.9., multi-year analysis disaggregated by sex and/or sector, comparison of expenditures against allocations, independent tracking of government expenditures with or without community participation, impact assessment, etc.). Step 7. Match the budget issue with relevant budget documents. Step 8. Do the analysis by: (a) reviewing revenues in the light of right io food obligations; (b) reviewing expenditures in the light of right to food obligations; (c) tracking and analyzing expenditures as these relate to the right to food; and (d) assessing the impact of government's budget on the right to food. Phase 3. Present a claim: Step 9. State your findings and their relevance in policy, budget and legal terms. Step 10. Develop a budget advocacy strategy. 50
