The rule of law is closely associated with the right of reparation, or the right to seek redress for a violation of a right, Public finance must integrate measures that guarantee the right of reparation, so that whenever someone is prejudiced by or disadvantaged because of fiscal policy, or because of a reduction or diversion of a budgetary allocation, or because of an illegitimate public debt or the onerous conditions of a public debt agreement, s/he may seek appropriate redress. Nuanced application of HRBA to Public Finance Applying the HRBA framework to the public finance cycle (formulation and implementation of fiscal policy, generation of public revenues, expenditure of public funds, public borrowings, and public accountability) would require a nuanced approach stemming from the ditferential stress given to human rights standards, norms and principles at every stage of the public finance cycle (see diagram below).
