Executive Summary The UPR recommendations are an opportunity for Indonesia to improve the national human rights situation, even though there are many challenges in implementing them. Implementing the 205 UPR recommendations is a form of international commitment that must be implemented by Indonesia as a UN member country, especially as a member of the Human Rights Council for the sixth time. The commitment manifested in the form of ratification of international human rights instruments and cooperation in international human rights mechanisms such as the UPR, is a form of Indonesia's commitment to constructively participate in the international human rights regime. A human rights approach is needed in implementing the 205 UPR recommendations. The human rights approach will encourage the state as the duty bearer for the implementation of human rights to have accountability and integrity in carrying out its obligations in implementing the 205 UPR recommendations supported by Indonesia. Meanwhile, the community will have the capacity and capability as rights holders to participate in implementing the 205 supported recommendations, including monitoring the state in implementing them. The strategy for implementing UPR recommendations will depend on the type or category of recommendation. The first category is recommendations that are specific in nature and more measurable in scope, so that they are more specific in measuring the state's steps in implementing them. Including by using resources optimally, including through international cooperation.
