C. Recommended content for NAPs
1) Goal
To provide guidance to business enterprises on the corporate responsibility to respect
human rights by applying human rights-related standards when the government
conducts transactions with the business enterprises.
2) Direction of national policy
The government reinforces the business enterprises’ commitment to their responsibility
to respect human rights by reflecting standards containing social considerations
including human rights in relevant laws such as the Government Procurement Act
as a qualification to participate in public procurement.
3) Core task
The government develops a system and procedures to include human rights
consideration in the Act on Contracts to Which the State is a Party.
5. Supporting businesses to respect human
rights in conflict-affected areas
A. Background for recommendation
1) In conflict-affected areas, the possibility of human rights abuses by business enterprises
is higher, since the human rights protection system of the State is not functioning
properly. In such areas, therefore, business activity itself can raise the probability of
business enterprises becoming involved with gross human rights violations.
