INTERNATIONAL COORDINATION DIVISION All victims of human rights abuses should be able to look to the Human Rights Council as a forum and a springboard for action. Ban Ki-moon United Nations Secretary-General As a national human rights institution (NHRI), the Commission is well aware that its main duty is to uphold human rights in the country. Nevertheless, in discharging this duty, the Commission sees the value and importance of engaging with international and regional mechanisms and bodies relating to the promotion and protection of human rights. Such engagements allow the Commission to learn from the experiences and good practices of other countries and to offer national perspectives, which could further inform discussions at regional and international fora. It is in this light that the Commission is committed to playing an active role at the international stage by participating in various regional and international networks as well as in relevant mechanisms of the United Nations. The International Coordination Division oversees the international dimension of the Commission’s work and facilitates any form of engagement by the Commission at the regional and international levels. In 2014, the Commission entered its second and final year as the Chair of the Commonwealth Forum of National Human Rights Institutions (CFNHRI), and assumed the chairmanship of the South East Asia National Human Rights Institutions (SEANF). The Commission also continued to play an active part in the second cycle of Malaysia’s Universal Periodic Review (UPR) process. 1. THE INTERNATIONAL COORDINATING COMMITTEE OF NATIONAL INSTITUTIONS FOR THE PROMOTION AND PROTECTION OF HUMAN RIGHTS (ICC) After serving for a total of five years, the Commission completed its second consecutive term as a member of the ICC Bureau, which is the decision-making and management body of the ICC – an international network of NHRIs with a membership of more than 100 accredited institutions from across the globe. 80
