Introduction 1. The National Human Rights Commission of Korea (hereinafter referred to as “NHRCK”) submits its opinion to provide information for the preparation of “List of Issues Prior to Reporting: LolPR”, which will be adopted at the 69th session (April 2020 – May 2020) of the U.N. Committee Against Torture (“Committee”), prior to the 6th Government Report Review of Republic of Korea (“Korea”) on the implementation of the Convention against Torture and Other Cruel, Inhumane or Degrading Treatment of Punishment (“Convention”). 2. The NHRCK is an independent national human rights institution that aims to assist the Committee in preparing list of issues by presenting issues requiring inquiries regarding the implementation of the Convention. 3. The Opinion Report is written in relation to the Committee’s concluding observations on the third to fifth periodic reports of Korea (2017) and other recommendations made by treaty bodies including the Committee. Important issues that are not implemented by Korean government are presented as “Previously Recommended Issues”, and the issues that the Korean government has come up with corrective measures yet remain inadequate are described as “Partially Implemented Issues”. In addition, the report selected issues having high necessity for resolution in consideration of; changes in the social environment, major human rights violations by the state that were not included in the previous recommendations, the recommendations of the NHRCK to national institutions, and summarized as “New Major Issues”.
