12. Guaranteeing the human rights of foreign trainees of
Korean businesses investing in foreign countries
A. Current status and problems
• In many cases, “foreign trainees of Korean businesses investing in foreign
countries” are abused as a means of hiring migrant workers at low wages rather
than training them as the original purpose of the policy. Trainees are managed
inhumanely at workplaces and employee dormitories; they are not covered by
the relevant domestic labor laws, such as the Labor Standards Act and the
Minimum Wage Act. They are not able to exercise their basic rights as workers,
although they are long-term hired workers in reality.
