Series of Places of Detention Assessment Reports (02) Introduction Monitoring places of correction and rehabilitation centers (CRC) is one of the important roles that ICHRplays in both the West Bank and the Gaza Strip. By fulfilling this role, ICHR seeks to improve the conditions of detention of the CRCs. ICHR exercises this role through periodic visits that are predetermined with the Police, in addition to exceptional visits in emergency situations, where the Police is addressed and the visit takes place on the next day in most cases. Despite the importance of this kind of visits, ICHR seeks to obtain or implement sudden visits, which take place without informing the Police until it reaches the door of the detention center. For the purpose of supervision, ICHR has adopted two forms that the field researcher fills out during the visit. One of the two forms is filled out every month or in each visit to the correction and rehabilitation center, and the second is filled out twice a year. The aim of the second form is to research the development happening to the CRC in terms of facilities, construction and the number of staff. As for the first form that is filled out in each visit, the aim is to research the conditions of the inmates, the services provided to them and the extent of their consistency with human rights principles. Over the past years, ICHR carried out many visits to CRCs in the West Bank and Gaza Strip, and recorded many observations and problems facing these centers through its direct first-hand knowledge of these problems or by receiving several complaints in addition to monitoring and documentation that enhance the existence of these problems. ICHR carries out its periodic visits to these centers through its field researchers who are present at its various offices in the governorates.
