Report on the Assessment of the Compliance of the Correction and Rehabilitation Centers in Palestine with International Prison Standards Assessment Procedures The basic assessment tool was designed in 2018 and developed in 2019 to include the measurement of the adequacy of detention centers to the conditions of persons with disabilities, including inmates, staff and visitors, in addition to adding items related to the compatibility of living conditions. An internal discussion on the tool was made at ICHR. In addition, the tool was presented at the West Bank’s CRCD for review and modification. A team of assessors was formed that includes representatives of ICHR and at least one representative of the CRC administration being evaluated in addition to at least one representative of the General Administration of Prisons in coordination with the CRCD in the West Bank. During the assessment visit, the director of the CRC accompanied the assessment team during its field tour inside the CRC and also participated in the dialogue on the assessment standards. A list of the names of the assessment participants can be found in Annex 1. The visits to the CRCs were coordinated in cooperation with the CRCD, which took place according to the scheduled dates. The criteria for the visit were also agreed upon, which include: 1- Viewing the written policies and directives available at the CRC. 2- Viewing the following forms: inmate records, inmate complaints, list of meals provided during the visit week, periodic report by the CRC’s doctor, and water inspection. Also, grades that ranged from 1 to 3 where 1 is full compliance, and 3 is non-compliance were assigned (Annex 2). 3- Viewing of the work schedule of doctors and health officials working at the CRC. 4- Visiting all the facilities of the CRC, which include accommodation facilities and all service facilities such as: the recreation space, library, laundry, kitchen and storage facilities, doctor’s room, dentist’s room, classrooms and vocational training rooms. ICHR has clearly defined the scope of the standard, as shown below, in order to unify the concepts of the scope of the standard and its ability to properly measure.
