No provisions set forth in this Act shall be interpreted to mean that the government, or any political parties, factions, or any party whosoever is permitted to degrade, impair or eradicate the basic rights and freedoms governed by this Act. CHAPTER VII THE NATIONAL COMMISSION ON HUMAN RIGHTS Article 75 The National Commission on Human Rights aims to: a. develop conditions conducive to the execution of human rights in accordance with Pancasila, the 1945 Constitution, the United Nations Charter, and the Universal Declaration of Human Rights; and, b. improve the protection and upholding of human rights in the interests of the personal development of Indonesian people as a whole and their ability to participate in several aspects of life. Article 76 (1) To achieve these aims, the National Commission on Human Rights functions to study, research, disseminate, monitor and mediate human rights issues. (2) Members of the National Commission on Human Rights are drawn from public figures who are professional, dedicated, have a high level of integrity, who fully who fully comprehend the aspirations of a democratic and welfare state based on justice, and who respect human rights and obligations. (3) The National Commission on Human Rights is domiciled in the capital city of the Republic of Indonesia. (4) Representative offices of the National Commission on Human Rights may be established in the regions. Article 77 The National Commission on Human Rights is based on the principles of Pancasila. Article 78 (1) The National Commission on Human Rights comprises: a. Plenary Council; and b. Sub-commissions.
