1. With the aim of assisting in restoration of violated rights and freedoms of a person and citizen, the Human Rights Ombudsman shall examine complaints of citizens of the Republic of Tajikistan, foreigners and stateless persons (hereinafter referred as "applicant") against decisions or acts (or omission) of state bodies, local self-governance bodies in villages and settlements (Jamoats), public servants, heads and officials of entities, organizations and enterprises regardless of their organizational and legal form and forms of property, that violate rights and freedoms of a person and citizen, if earlier applicant has appealed this decisions or acts (omission) in judicial or administrative order, but does not agree with decision. 2. A complaint shall be lodged with the Human Rights Ombudsman in a written form within a period not later than one year from the date on which violation of rights of the applicant occurred or he or she became aware of that violation. Article 15. Content of a complaint 1. Complaint shall set out: full name, signature of the applicant and address of the applicant; address and full name of body or official, decision or act (or aomission) of which is appealed; the essence of decisions or acts (or omission) by opinion of applicant, allegedly having violated his rights and freedoms. A complaint shall also be accompanied by copies of decisions, made on his complaint that has been considered in judicial or administrative order. 2. Complaint that does not contain enough information and copies of documents required for its resolution, shall be returned to applicant with explanation that there is a need to fill in required information. 3. Complaint, submitted with violation of the provisions stipulated in part 1 of the given article, shall be left without consideration. Article 16. Taking of a decision in respect to complaint 1. In respect to submitted complaint the Human Rights Ombudsman shall have the right: a) to accept the complaint for examination; b) to explain to applicant the means which he has the right to use for the protection of her rights and freedoms; c) to pass on the complaint to state bodies, local self-governance bodies in villages and settlements (Jamoats) or an official, to whose competence the resolution of the complaint is essentially related; d) in accordance with the law to refuse acceptance of the complaint for examination. 2. The Human Rights Ombudsman shall inform the applicant of the decision that has been taken in the order stipulated by the legislation of the Republic of Tajikistan. Article 17.
