Article 31 Statistics and Data Collection
61. In Indonesia, data on people with disabilities are collected using surveys built upon
different methodologies by different government agencies. The lack of standard results
in incomprehensive and incomplete database. According to Law No. 19 of 1997 on
Statistics and Government Regulation No. 51 of 1999 on Statistics Undertakings, the
government carries out population census on years ending with 0 (zero), or every 10
years. The last census of 2010 did not include an instrument to capture the number of
people with disabilities and their characteristics. The upcoming census of 2020 is also
missing an instrument to appropriately capture the number and variety disabilities in
Indonesia.
