Komnas HAM, Indonesia UNCRPD Written Contribution 58. Complaints on the lack of appropriate access and facilities for people with disabilities during elections were notable. Polling booths were too small, ballot boxes were too high, and some polling stations could only be reached by stairs. That aside, there needs to be a more participatory approach to include people with disabilities in elections both as participants and as part of election committees. List of Issues 1. How can the government ensure that reasonable accommodation is available during regional elections? 2. Does the government provide room for people with disabilities to participate as both participatns and committees during elections? Article 30 Participation in Cultural Life, Recreation, Leisure, and Sport 59. Komnas HAMhighly appreciates the organization of the Asian Para Games in 2018. The event is highly regarded for raising the awareness of the general public on disability issues. However, there were some issues that need to be addressed, especially in competitionvenues, athletes’ village, and transport facilities that were not entirely accessible. Similar issues were found during the 15th National Paralympics Week in Bandung, where several facilities in the Bandung Stadium were problematic, e.g. ramps that are too steep, therefore athletes and visitors required assistance in order to participate and watch the games comfortably and safely. 60. Despite Law 10/2009 on Tourism, tourism sites with reasonable accommodation are extremely scarce in Indonesia. Article 21 of the law stipulates that visitors with physical disabilities, children, and elderly reserve the right to have special facilities suitable to their needs. This requirement, however, is not met and the number of tourism sites that are not accessible for people with disabilities is overwhelming. It is difficult for visitors with disabilities to enjoy Indonesia’s tourism destinations. List of issues 28
