Undertaking Effective Investigations A Guide for National Human Rights Institutions Acknowledgements The writer of this Manual is Gareth Jones, who is a former Director of Major Investigations at the Canadian Military Ombudsman’s Office. He was also a member of the Special Investigations Unit of Ontario, conducting 500 criminal investigations of police officers when a death or serious injury occurred, including approximately 100 police shootings. He has delivered training for investigators in many countries around the world. As part of its 2020 strategy to integrate gender mainstreaming across all its existing thematic, functional and operational training programs, the APF has reviewed its training manuals to ensure that they have sufficiently integrated and highlighted gender issues. This Manual was reviewed in May 2018 by Dr Jillian Chrisp, gender expert and APF consultant, with contribution from the Manual’s author and subject matter expert, Gareth Jones. The chapter on gender mainstreaming the investigations process was written by Dr Nazia Latif, who is a human rights consultant and co-founder of Right Practice. She worked at the Northern Ireland Human Rights Commission, as an Investigations and Policy Adviser leading a number of high-profile and sensitive investigations into agencies and has direct experience working with vulnerable witnesses on sensitive topics. She works across multiple organisations including with the Scottish Human Rights Commission on their parallel report for the Committee on CEDAW.
