The Commission released the published
version of its Gender Ombud Guidelines in 2016. The
Guidelines provide details on how to operationalize
the role of the Commission as the Gender Ombud.
The Commission’s Central and Regional
Offices maintain close working relationships with
inter-agency mechanisms, government agencies,
the academe, andCSOs to undertake promotion
and advocacy activities on the rights of women
and persons with diverse SOGIE. Regular events
such as Women’s Month, International Day Against
Homophobia and Transphobia (IDAHOT), the
Pride March, the 18-Day Campaign to End Violence
Against Women were celebrated through internal
and external capacity building and advocacy
campaigns.
In the Central Office, the GEWHRC regularly
works with the Human Rights Education an
Promotion Office in mainstreaming gender equality
and women’s human rights. In 2015, it partnered
with DILG for women’s human rights promotion
through the Barangay, Human Rights Affairs Office,
the Katarungang Pambarangay and other local
government grassroots actors. In the same year and
in 2016, the GEWHRC worked with the Women
and Gender Institute (WAGI) in disseminating the
CHR’s role as Gender Ombud and on GAD planning
trainings. Partnerships with the academe were also
undertaken, as well as radio guestings in order to
promote women’s human rights.
Most of the CHR Regional Offices exceeded
their targets with regard to promotional activities,
both within their offices and with external
stakeholders. Trainings covered topics on women’s
human rights, laws on women (e.g. CEDAW, MCW
and RPRH laws), SOGIE, and gender sensitivity. The
Regional Offices also conduct capacity building in
places of detention.
The CHR National Inquiry Report on RH was
also released in the same year. This report contains
the result of the three-month CHR inquiry on the
implementation of the RPRH law. Six posters and a
video depicting the results of the RH Inquiry were
also launched in November 2016.
