Empowering National Human Rights Institutions to Advance Rights-Based Climate Action 9 At the international level, NHRIs act as a bridge to facilitate the exchange of information between policymakers, civil society, and stakeholders, including those most affected by climate change. They also participate in national, regional, and international processes to advocate for human rights-based approaches to climate action, including influencing NDCs under the Paris Agreement. GANHRI also identifies a number of key actions NHRIs can take to monitor and report on CCMA. 52 Those include: 1. Reporting findings: NHRIs report the human rights implications of climate change, including mitigation and adaptation measures, to national, international, and regional human rights mechanisms. 2. Public disclosure: 3. Data collection: NHRIs make monitoring results publicly available, including to climate action processes. NHRIs collect disaggregated data and ensure the participation of at-risk groups, such as women and girls, the elderly, persons with disabilities, and indigenous peoples. 4. Cooperation: NHRIs work cooperatively with existing environmental and climate initiatives that uphold human rights standards, including with other NHRIs in the region, and working with the UN system (GANHRI, OHCHR, UNDP, UNEP, etc.). NHRIs are essential in ensuring that climate change and development-induced displacement efforts comply with international and national human rights standards. Their responsibilities include investigating and monitoring compliance, resolving complaints, advising and assisting governments, and conducting awareness campaigns and national inquiries related to human rights issues in CCMA policies and programmes. Additionally, NHRIs can leverage tools like NDCs and NAPs to monitor state progress toward the Paris Agreement’s objectives, which often incorporate key human rights principles such as participation, access to information, and inclusion.53 By engaging with diverse stakeholders, including civil society, businesses, and EHRDs, NHRIs can ensure that these perspectives inform their recommendations to governments and other decision-makers. 52 Ibid. 53 Ibid.
