19 The right to social security of the workers in the informal economy/ sector beneficiaries can avail if they intend to enhance, expand or diversify. The restoration component provides working capital for the re-establishment of lost or damaged livelihoods due to the occurrence of natural disasters/calamities.49 As an example, Ms. Gonzales clarified that if the project is a sari-sari store, DOLE will restore the beneficiaries of the same if it was damaged by a strong typhoon o flood. She further stated that there will be a restitution of whatever has been given to them that was subsequently lost or damaged by reason of natural disasters or calamities. Under the DILEEP, the services that can be provided are the following: 1. Provision of training on business planning, basic entrepreneurship development training, productivity and workers safety, and health, and production skills; 2. Provision of working capital in the form of raw materials, equipment, tools and jigs, and other support services. Support services such as common service facility and training-cum-production can also be funded; 3. Enrolment to group micro-insurance scheme; and 4. Provision of continuing technical and business advisory services. To elaborate, Ms. Gonzales said that the training includes those which the beneficiary may propose as they may deem useful for them. As for the micro-insurance, it is a one-year coverage for the livelihood beneficiaries. The livelihood projects, as mentioned, may be undertaken individually or collectively. As explained by Ms. Gonzales, beneficiaries of individual projects can avail of the Starter Kit or Negosyo sa Kariton (Nego-Kart), up to P 30,000.00 financial assistance, The table below, as shown in the presentation of Ms. Gonzales, classifies the group into categories: 1. Microlivelihood - An organization composed of 15-25 members can avail a maximum grant assistance of P250,000.00; 2. Table 2 Categories of groups according to the number of members Small Livelihood - An organization composed of 26-50 members can avail a maximum grant assistance of P500,000.00; and 49 Id.
