18 The right to social security of the workers in the informal economy/ sector the creation of a registry of the vulnerable group and address data constraints is a priority. To implement policies and social protection programs in an effective and timely manner, the government is developing a registry of vulnerable groups especially for street children, older persons, persons with disabilities, workers in the informal economy, and those affected by the development interventions. The CBMS in the ‘PhilSys’ or the national ID System is critical in delivering responsive social protection services particularly in the creation of this registry. Data integration of CBMS with other existing registries and the lessons learned from their operation are vital. The said registry will be configured to be interoperable with the ‘PhilSys’. As of now, the PSA, [through the] PhilSys, [has] registered 53.9 percent of the 16.4M target for phase I Step 2 registration.43 Department of Labor and Employment (DOLE) The Chief of the Workers in the Informal Economy Development Division, Ms. Maria Lourdes Gonzales discussed the DOLE Integrated Livelihood and Emergency Employment Program (DILEEP). DILEEP is a flagship program of the DOLE that provides grant assistance for capacity-building on livelihood and entrepreneurial ventures for vulnerable and marginalized workers.44 The program seeks to contribute to poverty reduction and reduce the vulnerability to risks of the working poor, vulnerable and marginalized workers either through emergency employment, and promotion of entrepreneurship and community enterprises.45 According to Ms. Gonzales, livelihood projects may be undertaken by individuals or groups under this program. It is composed of three (3) components, namely: Kabuhayan Formation, Kabuhayan Enhancement, and Kabuhayan Restoration.46 The first component provides beneficiaries with startup capital to venture into an individual livelihood or collective enterprise undertakings.47 This formation for startups is undertaken by DOLE with the Department of Interior and Local Government (DILG). The second component, the enhancement component, provides existing livelihood undertakings with additional working capital to enable them to grow into a viable and sustainable business.48 Ms. Gonzales explained that this component comprises existing livelihood projects which the Id.
