In her presentation, she clarified that “the PDP 2017-2022 is the first medium-term plan
anchored on the Ambisyon Natin 2040.”40 Ambisyon Natin 2040 is “the long-term vision for
the Filipinos for ‘matatag, maginhawa, at panatag na buhay’ or strongly rooted for comfortable
and secure life by 2040.”41 Table 1 shows the strategic framework for the updated PDP. “The
PDP 2017-2022 was crafted with the overall goal to lay the foundation for inclusive growth, a
high crest, and resilient society, and [a] globally competitive knowledge economy.”42
Additionally,
[w]ith the developments in the first three (3) years of plan implementation and the
advent of the Covid-19 pandemic, the PDP has been updated to build on the gains
in recent years and considered the imperatives for recovery and adapting to the new
and better normal. A healthy and resilient Philippines is now prioritized as the
foundation in the remaining planning period. The strategies to achieve these goals
fall under the [three] 3 major pillars, on “malasakit, pagbabago at patuloy na pagunlad”. For ‘malasakit’, the aim is to regain people’s trust in public institutions and
cultivate trust among Filipinos. For ‘pagbabago’, economic and social
opportunities will be ensured for all. For ‘patuloy na pag-unlad’, growth will be
