36 S e cti o n ON E – GENERAL The Commission consulted with interested stakeholders and members of the public on a draft of this chapter. The Commission has identified the following areas for action to progress equality and freedom from discrimination: Substantive equality Incorporating a specific reference to equality in the Bill of Rights Act and the Human Rights Act to promote substantive equality. Strengthening legal protection Extending the Human Rights Review Tribunal and the courts’ power to make a declaration of inconsistency under the Human Rights Act to other rights and freedoms in the Bill of Rights to strengthen the legal protection of human rights in New Zealand.
