Building stronger National Human Rights Institutions Outcome 2: Increased member capability to deliver their mandate The APF undertakes a variety of capacity development activities including online learning courses on thematic issues, the mandated functions of an NHRI and on operational issues such as monitoring, evaluation, accountability and learning (MEAL). We host professional networks to foster collaboration and learning between NHRIs through the exchange of good practices and lessons learned. We support capacity assessments and capacity assessment reviews, High-Level Dialogues, and develop resources specifically for NHRIs. We supported our members to strengthen their capacity The APF Capacity Assessment (CA) programme supports our members to identify the capacities within their institution and those they need to develop to fulfil their mandate to promote and protect human rights at the national level. Run jointly with the United Nations Development Programme (UNDP) and the Office of the High Commissioner for Human Rights (OHCHR), our CA programme is a complex, multipartner exercise requiring, as part of its methodology, that all employees participate in the interview and survey process. Due to the limitations posed by COVID travel restrictions, the CA programme was put on hold during 2021-22. Despite this, we took a proactive approach and held virtual discussions with the Ombudsman of Turkmenistan (a prospective member of the APF), in partnership with UNDP and OHCHR, to design and implement a CA with the Ombudsman as soon as travel conditions allowed. We also signed an MOU with the Ombudsman and developed an action plan for the assessment. During the year we also met with the National Centre for Human Rights of Kazakhstan to discuss a potential CA with the institution. We will continue to work in close cooperation with partners on the planning and implementation of the CA, which is tentatively scheduled to take place in 2023. APF Annual Report 2021-2022 13
