CHAPTER 1
During the year, the Commission received two requests for assistance from
the NHRIs of the Philippines and Ukraine, whereby the Commission was
asked to examine the conditions of those countries’ nationals in places
of detention in Malaysia so as to ensure their rights were protected. The
Commission duly fulfilled both requests, and the information was then
conveyed to the respective NHRIs. In November, the Commission hosted
a five-day study visit by a delegation from the NHRI of Myanmar to share
knowledge and exchange experiences with the Commission. The study
visit was part of a capacity building programme for the NHRI of Myanmar
in partnership with Raoul Wallenberg Institute (RWI).

RESOLUTION OF COMPLAINTS
The number of complaints lodged at the Commission has increased, with 395
complaints received at its Kuala Lumpur office, 468 complaints received at its
Sabah Office, and 16 complaints received at its Sarawak Office during the year,
of which 23 were in the form of memoranda. The complaints were dealt with
in accordance with the Commission’s Complaint Handling Manual. Apart from
these official complaints, the Commission also provided advice on human rights
to individuals who sought advice from the Commission on their rights.

Upon deliberation, the Commission decided that 350 complaints fell outside its
jurisdiction, and
subsequently the Commission referred the complaints to other

relevant agencies or informed the complainants about other alternatives that
could be taken with regard to such complaints. Of the 529 complaints accepted,
