There will be an advocacy campaign in the form of an “inclusive walk” to be held early next year to promote awareness on disabilities. iv) The classes for the special education integrated programme in Government schools were to be gradually upgraded. v) The MOE has undertaken a partnership project with RHB Foundation – an initiative to build disabled-friendly facilities in schools i.e. toilets, hand rails, and ramps for physically challenged children. At the moment, this initiative was to be carried out in Kuala Lumpur only. CHAPTER 1 iii) Given the importance of this issue, the Commission will continue monitoring the implementation of its recommendations as well as commitments made by the Government with the ultimate aim of ensuring access to education for every child in Malaysia without discrimination. 6. HUMAN RIGHTS AND SUSTAINABLE DEVELOPMENT GOALS (SDGs) On 1 January, the 17 SDGs of the 2030 Agenda for Sustainable Development which adopted by world leaders in September 2015 at an historic UN Summit had officially came into force. Over the next fifteen years, with these new Goals that universally apply to all, countries will mobilise efforts to end all forms of poverty, fight inequalities and tackle climate change, while ensuring that no one is left behind.5 While the SDGs are not legally binding, governments are expected to take ownership and establish national frameworks for the achievement of the 17 Goals. Countries have the primary responsibility for follow-up and review of the progress made in implementing the Goals, which will require quality, accessible and timely data collection. Regional follow-up and review will be based on national-level analyses and contribute to follow-up and review at the global level. Last year in October 2015, the Twelfth International Conference of the International Coordinating Committee of National Institutions for the Promotion and Protection of Human Rights (ICC), was organised in Merida, Yucatan, Mexico, focused on “The Sustainable Development Goals: What Role for National Human Rights Institutions?” The Conference hosted by the National Human Rights Commission of Mexico (CNDH) and organised in collaboration with the Office of the High Commissioner for Human Rights (OHCHR) and the ICC, concluded with the adoption of the Merida Declaration, a historic landmark document which encourages all NHRIs, in line with their mandates under the Paris Principles, to collaborate in mutual capacity building and sharing of experiences to contribute to a human rights-based approach to implementation of the 2030 Agenda for Sustainable Development. 5 United Nations, “The Sustainable Development Agenda”, <http://www.un.org/sustainabledevelopment/development-agenda/> SUHAKAM ANNUAL REPORT 2016 29 suhakam 2new.indd 29 3/23/17 5:54 PM
