Education’. Simultaneously, a RTD on the outcomes of the report was held with the relevant Government agencies and NGOs. The Commission had also agreed to share the outcomes of the report with the National Council for Persons with Disabilities, therefore a request was made to the Council for a briefing session. CHAPTER 1 During the third meeting of the Council, which was held on 28 November, Commissioner Mr Francis Johen was invited by the Council to present the said report on behalf of the Commission. The Council meeting was chaired by the Minister of Women, Family and Community Development (MWFCD), YB Dato’ Sri Rohani Abdul Karim and was attended by its members which comprise of officers from Government agencies4 and individuals who have the experience, expertise and knowledge relating to problems and issues of persons with disabilities. Following are summary of the observations and recommendations by the Commission in the meeting: i) An overview of the issues with regard to legal frameworks and Government policies, barriers to education for CWLD, challenges in the school environment, lessons and activities in Special Education Integrated Programme (SEIP), etc. ii) Recommendations for the establishment of an integrated and consolidated database of statistics on children with disabilities; for the extension of the SEIP and inclusive education to all schools; for the enhancement of human resources (for example by recruiting more special education teachers, ensuring the correct placement of special education teachers, etc.); for the immediate allocation of funds for schools that need urgent attention; for strategic/smart partnerships with private corporations, etc. In response, the Ministry of Education (MOE) briefed the meeting as follows: 4 i) The MOE has issued a directive that CWLD will undergo a threemonth probation period and, based on their suitability, will then be place either in the special education programme, special education integrated programme, or inclusive education programme. These children should not be turned away from the school system. ii) The MOE has conducted awareness programmes on learning disabilities to the public at the state level and was also planning to create more awareness on learning disabilities through media broadcasting.
