KNOWLEDGE PRODUCTION NCHR’s research and knowledge production is a critical function which includes both undertaking research and promoting it (qualitative as well as quantitative), maintaining a database, and submitting independent reports to the government on the state of human rights. In the one year since its inception, NCHR has developed and published the following reports; Unequal Citizens: Ending Systemic Discrimination against Minorities - NCHR Fact Finding Report During nationwide consultations with civil society and minority groups, one issue that was brought to NCHR’s attention was the inhuman and unconstitutional procedure in the hiring of non-Muslims for low paid sanitary positions. Within the course of a few days, NCHR was able to secure more than 300 discriminatory advertisements published in major newspapers across the country. This report highlights the discrimination against minorities especially with reference to Government job advertisements and the treatment of sanitary workers. The report shows that nearly half of the posts reserved for minorities lie vacant; within the posts filled, 80% of non-Muslims are employed in low paid work from BPS 01 to BPS 04. It also highlights the hazardous working conditions, insufficient safety gear and equipment, lack of job security, low compensation for cases of hurt and death, societal ostracisation, stigma, and discrimination sanitary workers face. The report includes recommendations to ensure the protection of sanitary workers, fair wages, social security, and healthcare for workers. It also suggests ending discrimination against minorities in the employment quota, an immediate ban on the practice of publishing discriminatory advertisements, and ensuring public transparency in the number of minority posts filled across each basic pay scale. Launch of report: NCHR partnered with Pakistan Partnership Initiative (PPI) to launch this report in May 2022 with the support of the European Union (EU). The event also announced the launch of five short films on minority rights by NCHR in collaboration with Sharmeen Obaid Chinoy (SOC) Films.
