POLICY BRIEF FINDINGS The implementation of social protection policies is one of the issues highlighted by Komnas HAM RI. It is closely related to Targets 1.3 and 1.5 of the SDGs. The government has issued several policies to address social and economic impacts on the people due to the pandemic.1 However, Komnas HAM RI considered that some of the programs were not well-targeted, and were executed slowly, due to lack of data and overdue declaration of the health emergency status. Groups of people with disability, women and children 2 are the most affected in the population, since the support were not well-targeted to their needs. Therefore, food sufficiency and accessibility were disturbed. Those were the significant issues in reaching Target 2.1 of the SDGs. In relation to Goal 3 of the SDGs, Komnas HAM RI highlighted unequal distribution of medical personnel in Indonesia as one of the challenges during the pandemic. Many primary health facilities had no doctors.3 Inequality of health facilities and infrastructure in Indonesia has hindered the fulfillment of citizens’ rights to access them.
