ACKNOWLEDGEMENTS
The Commission expresses its appreciation to the Director General of Prisons,
Dato’ Sri Hj. Zulkifli bin Omar and all prison establishments throughout Malaysia
that took part in the national survey on prison healthcare and the right to health
in prison. The Commission is particularly grateful to those staff and prisoners
who gave their time for interviews, providing their thoughts and opinions on
healthcare and health system in prison.
The Commission also expresses its gratitude to all Directors of the prisons
visited, as well as their staff for welcoming the secretariat into their facilities.
The Commission acknowledges the invaluable guidance and expert advice by
Professor Miriam Estrada-Castillo, Visiting Professor at the Raoul Wallenberg
Institute of Human Rights and Humanitarian Law (now former); Professor Dr.
Adeeba Binti Kamarulzaman, Dr. Haider Abdulrazzaq Abed Al-Darraji as well
as the staff of the Centre of Excellence for Research in AIDS (CERiA) of the
University of Malaya.
The Commission records it appreciation to Commissioner James Nayagam and
Commissioner Prof. Dato’ Dr. Aishah Bidin for overseeing the Right to Health
in Prisons Thematic Study, and to Jesrina Kaur Grewal, Helmi Fendy Mohamad
Idris and Nur Adlin Abd Ghaffar for leading the study and drafting this report.
