First: The Methodology and Tools
As of 2/7/2009 the national team was formed to protect, promote and
monitor the International Convention on the Rights of Persons with
disabilities, pursuant to the provisions of Articles (2/33 - 3) of the
Convention, headed by Dr. Muhammad Al-Squour and lawyer Christine
Fdoul as rapporteur for the team, for the purpose of preparing the parallel
report to the report of the government. The team consisted of experts in the
field of disability, academicians, representatives of civil society institutions,
and persons with disabilities, where the geographical distribution of the
areas that the team members are located in was taken into account. The team
agreed on the following methodology for work:
1. The report will cover all types of disabilities, regardless of gender, age
and nationality, on the basis that the International Convention is of
comprehensive and collective dimensions. Moreover, the report will
include all services and activities, as well as the environment, without
exception.
2. The need for the monitoring process to include recording the
achievements, pros and cons, in terms of realizing the rights and
sustainability.
3. That no attempt to justify or explain the violation should be made,
except in the narrow confines. Instead, the relevant problems should
be highlighted as they are.
