degree and classification of disability. The Law focuses on the health of women with disabilities before and during pregnancy and after giving birth, in addition to the need for the inclusion of persons with disabilities in health insurance, where the law gave special privileges to persons with disabilities in the text of Article (4/ a/ 5), which refers to the provision of free health insurance for them, regardless of their living, social, and economic status and whether they are financially solvent or not. 8. Establishing a fund to support persons with disabilities of all ages and disabilities. 9. Ensuring greater integration and empowerment of persons with disabilities of all ages. 10. Continuing support for the Jordanian Union for Disabled Sport, where a lot of gold and silver medals were won in many of the global and regional Olympics. However, the following observations on the Law No. (31) of 2007 can be recorded: 1. The definition of persons with disabilities in this Law may not be in line with the provisions and purposes of the International Convention, which stresses on the rights-based approach to remove the obstacles, rather than the care approach that had prevailed to some extent. 2. Instead of being satisfied with general principles only, the law should have dedicated a separate chapter or article on the general obligations of the State to ensure the realization of the rights contained in it, as this reflects the finest legal practices sought by the peoples. 11
