Protection for the vulnerable and the marginalized groups is the responsibility of the state. This protection is aimed at certain groups who, because of the social identity attached to and/ or attached to individuals or collectives, tend to be at risk of becoming Komnas HAM RI continues to strive to eliminate inequality and discrimination that is constructed and interacts with other factors such as race, gender, class, ethnicity, sexual orientation/gender identity, disability, immigration status, gender normative beliefs and practices, and other factors. The Commission seeks to offer a complex, comprehensive and diverse approach so that human rights are embedded in human rights governance, both by the state, the business sector, and civil society. The Commission always encourages the Government to strengthen In 2023, the Commission prepared a study of the Implementation Strategy for the Fourth Cycle Universal Periodic Review (UPR) Recommendations of the Indonesian Government. This study is an effort by the Commission to monitor the Government’s commitment to promoting and protecting vulnerable and marginalized groups. The focus of the Commission’s study is on: (1) public service facilities that have not been obtained fairly; (2) the problem of mental disabilities in several social rehabilitation institutions which are stigmatized, shackled, and other rights violations. Based on this study, the Commission recommends the Government to: (1) coordinate and collaborate in implementing the Fourth Cycle UPR recommendations; and (2) guarantee the fulfillment and 38 victims of human rights violations. The reality shows that various social identities such as race, ethnicity, age, ability, socio-economic class, sexual orientation, gender identity and location are the basis for discrimination, both in policy and social life. the mainstreaming of human rights for marginalized and minority groups, including people with disabilities, migrant workers, women, domestic workers, children, the elderly, indigenous peoples in respecting, protecting and fulfilling their rights. protection of the rights of people with disabilities, including through the National Action Plan for Persons with Disabilities. In the same context, the Commission prepared a study with the theme “Fulfillment of the Right to Work for Marginalized Groups in Indonesia.” The study identified structural problems, namely the lack or absence of legal and institutional protection that is truly effective in providing protection for marginalized groups. The Commission has also prepared a study regarding the effectiveness of implementing policies to eliminate human trafficking.
