Ⅳ-2-3. The Refugee Recognition Council should be composed of refugee issue experts. Applicants and their attorneys should be given an opportunity to present oral arguments before the Council. Ⅳ-2-4. Those recognized as refugees should be guaranteed the right to enjoy social security benefits equal to those enjoyed by the locals. Ⅳ-2-5. The refugee determination procedure should be carried out more fairly and efficiently. Measures should be taken for the refugee applicants to receive living support and education. Ⅳ-2-6. The refugee support center should be operated as a completely open place instead of imposing restrictions on the freedom of movement of its users. The support provided by the center should not require the beneficiary to have residence at the center as a precondition to provide the support. 3.
