- Article 24 (1) of the Convention on the Rights of the Child stipulates
that “The State’s Parties recognize the right of the child to the enjoyment
of the highest attainable standard of health and to access facilities for
the treatment of illness and rehabilitation of health. The State’s Parties
shall strive to ensure that no child is deprived of his or her right to
access such health care services.”
Cases in
major
countries
- In Spain and Italy, undocumented migrants -- particularly children and
expectant mothers -- are allowed to use the free public medical service
system just like the locals.
C. Core agenda items for promotion
Ⅲ-2-1. Migrant children should be guaranteed the right to live with their
parents as well as to be protected and educated. When parents have
difficulty taking care of their migrant children, the government should
set up a social welfare system to provide child care and medical service
for the children.
Ⅲ-2-2. Migrant children, particularly undocumented ones, should be guaranteed
basic human rights including sojourn without concern. Migrant children
under 18 should not be subject to crackdown and detention.
Ⅲ-2-3. The government should check migrant children’s health situation and
implement a policy to guarantee their right to health. In particular, the
country’s medical service support procedure should be improved to
enable undocumented migrant children to receive such support. Measures
should be taken to include them in the list of medical aid beneficiaries.
