disability and expand rehabilitation treatment services for the children with disability younger than 18 with a brain disorder, language disorder or autism (paras. 312~315). At present, there are approximately 90,000 children with disability under the age of 18 with a brain or language disorder or autism and about 60,000~70,000 of them are in need of rehabilitation services. In 2009, these services were given only to 18,000 of them. The services available are far short of the demand. Furthermore, in a requirement for eligibility, the services are accessible only to the families whose monthly income is 100% or lower of the national average, and the out-of-pocket expense for the service was raised from 40,000 won in 2009 to 60,000 won in 2010. 71. The Government subsidies for the families with children with disability are given in three ways: disabled child allowance (4.5%); the support for educational expenses (4.9%); and the support for medical expenses (7.0%). These subsidies, however, will be reduced further as the Government has cut down on the 2011 budgets for the disabled child allowance by 100.3 billion won and the support for schooling of children with disability by 100 million won. 2) Questions 72. The Korean Government provides child rearing allowance to a certain group of children in accordance with their parents' income level, instead of giving the universal subsidy of child allowance to all children. Child rearing allowance was previously available to the families with a child under the age of 24 months but, starting from January, 2011, is offered to the families immediately above the poverty line and with a child under the age of 36 months who does not use a childcare facility, and the amount varies depending on the age (in months) of the child. 2) Questions 74.
