2) Questions
54. What measures does the Government plan to undertake to address the problem of child abuse,
particularly including neglect and psychological abuse? What is the Government's plan on the
follow-up service for the victims and offenders of child abuse with a view to preventing repeated
child abuse? What measures does the Government plan to undertake to increase the proportion of
the cases reported by those with the reporting obligation?
4. Maintenance of the child
1) Current situation
55. The Periodic Report states that the Family Litigation Act will be amended to facilitate the
recovery of financial responsibility for the child in the event of divorce (para. 231). However, the
amendment of the Family Litigation Act for the purpose mentioned above has yet to be made. As
no guidelines exist on calculation and sharing of the financial responsibility for the child and
divorce is made with no agreement on the financial responsibility for the child, including the child
rearing expense, there are some cases where one party of the parents has to shoulder a greater
burden of child rearing.
2) Questions
56. What is the Government's position about the introduction of the systems to enforce payment of
the child rearing expense, such as "the enforcing order for the child rearing expense" (which is to
recover the child rearing expense immediately from the property of the person with the obligation to
pay the expense)" and "the state prepayment of the child rearing expense" (in which the
Government prepays the child rearing expense for a certain period during which the responsible
