Report on the Assessment of the Compliance of the Correction and Rehabilitation Centers in Palestine with International Prison Standards • The CRC’s compliance rate for the provisions related to the infrastructure and inmates’ accommodation facilities in the CRC was 3.8, reflecting a weak compliance with the international standards. • The CRC’s compliance rate in regards to services facilities in the CRC was 3.7, which reflects a weak compliance with the international standards. The total rate of the Nablus CRC’s compliance in regards to the total rate of the standard of the juvenile detention center was 2.9, which reflects a weak compliance with the international standards. It should be noted that there were no women inmates at the CRC at the time of the assessment. Remarks on the assessment results: • CRC’s Administration: The Nablus CRC complies well with the international standards for prison management in terms of the availability of documented policies, directions and instructions on the CRC’s administration. However, the ratio of staff to inmates is 30%, which is a low ratio, especially in light of the overcrowding in the prison. There is no room for meetings with inmates’ attorneys. There are vocational rehabilitation facilities in the CRC but they are not operational and there is no clear policy on managing and operating them. The CRC is not equipped to receive inmates and visitors with disabilities. In addition, there is a policy that determines the number of inmates’ working hours but it’s not used because work in all CRCs is a privilege and not compulsory. • CRC’s staff: The Nablus CRC complies well with the international standards for staff of detention centers. However, there is no system or specific standards for incentives and penalties for the CRC’s staff who are paid the same as the rest of police staff without any additional allowances, nor is there an allowance for the nature of work. In addition, there are no clear or written criteria for appointing staff to the CRCs, and no employees with disabilities have been appointed according to the known percentages.
