Series of Places of Detention Assessment Reports (02) complies well with the international standards regarding the procedures for receiving inmates and enabling them to be accommodated smoothly, except with regards to avoiding overcrowding and ensuring a moderate living space for the inmates due to the conditions of the building and the high occupancy rate at the CRC. The inmates do not receive written instructions and information about their rights and about the procedures and policies of the CRC but rather they are informed of them orally. Not every inmate receives his own bed and bed furnishings as there were 50 inmates without beds at the time of the assessment. However, the CRC guarantees, to a reasonable degree, the cleaning of sheets and bed furnishings according to a specific schedule. The CRC does not have a uniform for inmates. Inmates with disabilities are granted a reasonable amount of facilities commensurate with the nature of the disability, but there is no policy for that. • Detention conditions: The Ramallah CRC provides good detention conditions for inmates in terms of meals, hours of exposure to the sun, movement and the availability of sufficient clean water for the needs of inmates. However, inmates are not distributed on the basis of their ability to coexist due to the overcrowding the CRC is suffering from. The CRC’s administration respects the freedom to practice religious rituals and allows inmates to communicate with their families and friends regularly. Inmates receive news regularly through daily newspapers and television stations. In addition, cleaning materials are provided for the sanitary facilities which are cleaned by the inmates themselves. The staff of the CRC monitors inmates (only) in terms of washing and changing their clothes and underwear to ensure their physical cleanliness but they don’t oblige them to do so. Work is not compulsory in the center, but it is a privilege granted to some categories of inmates based on compliance with the required rules of behavior and good conduct within the CRC. In the Ramallah CRC, sentenced inmates are not separated from detainees, however, those imprisoned for civil reasons, including debts, are separated from those imprisoned for criminal offenses. • Visitors: The Ramallah CRC complies in an excellent manner with the international standards regarding the procedures for visiting inmates by their families and friends regularly on a pre-agreed basis. 50 INDEPENDENT COMMISSION FOR HUMAN RIGHTS
