to the CRCs, and no employees with disabilities have been appointed
according to the known percentages.

Health care guarantees for inmates: The Ramallah CRC provides, to
some degree, health care guarantees for inmates, especially in light of
the lack of a permanent general physician at the CRC (5 days a week).
However, there is a full-time nurse residing at the CRC. Dental services are provided only two days a week, and a psychologist is available only when needed and through the Military Medical Services.
There is no separate place for the pharmacy, which is just a cabinet in
the general physician’s room due to the conditions of the building. In
addition, the tools necessary to equip the clinics are either not available
or old and worn out.

The inmates’ medical examination is carried out at the Military Medical Services before their arrival to the center, and thus inmates are not
examined upon their entry into the CRC by the CRC itself according
to international norms in this regard.

In addition, there is no clear policy on appointing a qualified medical specialist, since the medical specialist is appointed by the Military
Medical Services, and neither the CRCD nor the police are involved
in that. Furthermore, there is no room for medical isolation inside the
center.
The medical specialist submits periodic reports to the prison’s administration about the quantity, quality and preparation of food; the extent to
which the health and hygiene rules are followed in the CRC and its facilities; inmates’ health conditions; the hygiene conditions of the facilities;
heating, lighting and ventilation in the CRC and the quality and cleanliness
of the inmates’ clothes and their bed furnishings. However, the specialist
does not follow-up on the extent of compliance with the rules related to
sport and physical education because there is no place to practice these
activities inside the CRC. Furthermore, there are no health care guarantees
in the CRC for people with disabilities.
