The total rate of Jenin CRC’s compliance in regards to the total rate of the standard of juvenile detention centers was 1.9, which reflects a good compliance with the international standards.The total rate of Jenin CRC’s compliance in regards to the total rate of the standard of women’s detention centers was 2.4, which reflects compliance to some degree with the international standards. • Remarks on Assessment Results Administration of the center: The Jenin CRC complies well with the international standards for prison administration in terms of the availability of documented policies, directions and instructions on the administration of the CRC. The ratio of staff to inmates is 43.3% which is an acceptable ratio, especially with the horizontal nature of the prison. There are vocational rehabilitation facilities at the CRC but they are not operational and there is no clear policy on managing and operating them. The CRC is not equipped to receive inmates and visitors with disabilities. In addition, there is no policy that determines the number of inmates’ working hours because work in all CRCs is a privilege and not compulsory. • CRC Staff: The Jenin CRC complies well with the international standards for detention centers’ staff. However, there is no system or specific standards for incentives and penalties for the center’s staff who are paid the same as the rest of police staff without any additional allowances, nor is there an allowance for the nature of work. In addition, there are no clear or written criteria for appointing staff to the CRCs, and no employees with disabilities have been appointed according to the standard ratios. • Health care guarantees for inmates: The Jenin CRC provides, to some degree, health care guarantees for inmates, especially in light of the lack of a permanent general physician at the CRC (5 days a week).
