Report on the Assessment of the Compliance of the Correction and Rehabilitation Centers in Palestine with International Prison Standards Assessment Methodology ICHR has designed an assessment tool for correction and rehabilitation centers through the use of relevant international references2. The tool is used, not only for setting the baseline, but also for the purposes of periodic assessment and follow-up of the conditions of prisons and inmates afterwards to ensure that they are receiving the appropriate treatment and are in a suitable living environment. ICHR decided to conduct the assessment in two phases, provided that the first phase includes the CRCs of the West Bank and Gaza Strip. The assessment also includes a methodology for the collection of the basic information about the administrative policies of the CRC and the operational and administrative procedures. It also includes an assessment of the infrastructure, service and living facilities in CRCs with a special assessment of the situation of women and minors in these facilities, in addition to assessing compliance with the main international rules and standards, especially the Standard Minimum Rules for the Treatment of Inmates, “Mandela Rules”, and highlighting areas that require attention and immediate support from decision makers.
