This Advisory focuses on the issue of drug trafficking of illicit substances, and the barriers inhibiting international cooperation in countering transnational organized crime. 2. There is a clear global trend in favor of abolishing the death penalty. 3. The UN Convention Against lllicit Traffic and Narcotic Drugs and Psychotropic Substances (UNITNDPS) is the principal instrument that facilitates multi-country interagency cooperation among customs administrations, border agencies and domestic law enforcement agencies, collaborating on an international scale. 4. Reintroduction of the death penalty in the Philippines would severely compromise the efficacy of information-sharing relationships with abolitionist countries. Global examples are provided: Hong Kong, Australia, European Union member states. Relationships with them will be jeopardized by the reintroduction of the death penalty. 5.
