The concept of well-being in this context extends well beyond the conventional notions of economic growth to include the expansion of opportunities and capabilities to enjoy those opportunities, captured in the indicators of social and human development, which in turn expand their substantive freedoms.” Singkat kata, dasar kebijakan alokasi investasi per koridor menjadi tidak adil karena hanya daerah-daerah yang dekat dengan pusat pertumbuhan yang mendapatkan prioritas pembangunan infrastruktur. Kondisi ini tentu saja kembali akan menciptakan ketimpangan sosial ekonomi baik antar individu maupun antar ruang. Hal ini jelas bertentangan dengan semangat pembangunan berbasis HAM.
